ILWU welcomes 2 pay increases for Licensed Caregivers

UPDATED April 25, 2024 - 2 PAY INCREASES COMING FOR LICENSED CAREGIVERS. 
The Hawaii State House of Representatives approved payment increases that will benefit Licensed Caregivers with clients that receive benefits from SSI and the State supplemental payments for Room & Board costs, and another increase will be for State matching funds to Medicaid payments for healthcare services.   

The ILWU Local 1000 has spearheaded the push to increase these payments since the 2023 Hawaii Legislative session.  Representative Rose Martinez (Ewa Beach-Iroquois) was instrumental to the introduction of the bills in 2023 and Representative Rachele Lamosao (Waipahu) was crucial to securing funding for the increases.  Representative Jenna Takenouchi (Pacific Heights-Nuuanu-Liliha) and Representative Darius Kila (Nanakuli-Maili) rallied support for the increases in the State House of Representatives.  

In the State Senate, Senator Joy SanBuenaventura (Puna), Senator Henry Aquino (Waipahu) provided key guidance and bill language for the increases to happen.  

Senator Donovan Dela Cruz (Mililani-Wahiawa-Whitmore) and Senator Sharon Moriwaki (Kakaako-Ala Moana-Waikiki) approved funding for the pay increases in the Ways and Means Committee.

Licensed Caregiver Home Operators will receive an additional $132 per month for each qualified client under their care.  

An administrator for the Hawaii Dept. of Human Services confirmed that the State supplement to SSI for Room & Board has not increased for more than 12 years.  

The second pay increase is for health care services rendered to each client under Medicaid.  This payment has not increased from the State in many years, but it will now be increased by an estimated 20%.  A 2022 study completed by the Milliman CPA firm showed that the State of Hawaii matching funds were well below the national average.

Both payment increases will be administered by the Hawaii Dept. Of Human Services.  

More than 90% of all licensed caregivers in Hawaii are of Filipino ancestry.
